Older versions of Instagram had a special tab to see what the people you follow have liked, but this feature has been removed. Now, you can only see if somebody you followed has liked a specific post in the same way you can see if somebody liked one of your posts.

There is no direct way to do this. The only thing you can do is block the user, and the likes will be automatically removed from your posts.
